1. Queen Elizabeth, Speech to the Troops at Tilbury

         We have been persuaded by some that are careful of our safety, to take heed how we commit our selves to armed multitudes, for fear of treachery; but I assure you I do not desire to live to distrust my faithful and loving people. Let tyrants fear, I have always so behaved myself that, under God, I have placed my chiefest strength and safeguard in the loyal hearts and good-will of my subjects; and therefore I am come amongst you, as you see, at this time, not for my recreation and disport, but being resolved, in the midst and heat of the battle, to live and die amongst you all; to lay down for my God, and for my kingdom, and my people, my honour and my blood, even in the dust.

At this critical juncture, Patrick Henry delivered his impassioned "Give Me Liberty or Give Me Death" speech, a vehement call to arms advocating for Virginia to raise a militia in anticipation of war. Henry's persuasive oratory swayed the assembly, his resolutions passing by a slim margin. The Speech:

"MR. PRESIDENT: No man thinks more highly than I do of the patriotism, as well as abilities, of the very worthy gentlemen who have just addressed the House. But different men often see the same subject in different lights; and, therefore, I hope it will not be thought disrespectful to those gentlemen if, entertaining as I do, opinions of a character very opposite to theirs, I shall speak forth my sentiments freely, and without reserve. This is no time for ceremony. The question before the House is one of awful moment to this country. For my own part, I consider it as nothing less than a question of freedom or slavery; and in proportion to the magnitude of the subject ought to be the freedom of the debate. It is only in this way that we can hope to arrive at truth, and fulfil the great responsibility which we hold to God and our country. Should I keep back my opinions at such a time, through fear of giving offence, I should consider myself as guilty of treason towards my country, and of an act of disloyalty toward the majesty of heaven, which I revere above all earthly kings.

Mr. President, it is natural to man to indulge in the illusions of hope. We are apt to shut our eyes against a painful truth, and listen to the song of that siren till she transforms us into beasts. Is this the part of wise men, engaged in a great and arduous struggle for liberty? Are we disposed to be of the number of those who, having eyes, see not, and, having ears, hear not, the things which so nearly concern their temporal salvation? For my part, whatever anguish of spirit it may cost, I am willing to know the whole truth; to know the worst, and to provide for it.

I have but one lamp by which my feet are guided; and that is the lamp of experience. I know of no way of judging of the future but by the past. And judging by the past, I wish to know what there has been in the conduct of the British ministry for the last ten years, to justify those hopes with which gentlemen have been pleased to solace themselves, and the House? Is it that insidious smile with which our petition has been lately received? Trust it not, sir; it will prove a snare to your feet. Suffer not yourselves to be betrayed with a kiss. Ask yourselves how this gracious reception of our petition comports with these war-like preparations which cover our waters and darken our land. Are fleets and armies necessary to a work of love and reconciliation? Have we shown ourselves so unwilling to be reconciled, that force must be called in to win back our love? Let us not deceive ourselves, sir.

These are the implements of war and subjugation; the last arguments to which kings resort. I ask, gentlemen, sir, what means this martial array, if its purpose be not to force us to submission? Can gentlemen assign any other possible motive for it? Has Great Britain any enemy, in this quarter of the world, to call for all this accumulation of navies and armies? No, sir, she has none. They are meant for us; they can be meant for no other. They are sent over to bind and rivet upon us those chains which the British ministry have been so long forging. And what have we to oppose to them? Shall we try argument? Sir, we have been trying that for the last ten years. Have we anything new to offer upon the subject? Nothing. We have held the subject up in every light of which it is capable; but it has been all in vain. Shall we resort to entreaty and humble supplication? What terms shall we find which have not been already exhausted? Let us not, I beseech you, sir, deceive ourselves. Sir, we have done everything that could be done, to avert the storm which is now coming on.

We have petitioned; we have remonstrated; we have supplicated; we have prostrated ourselves before the throne, and have implored its interposition to arrest the tyrannical hands of the ministry and Parliament. Our petitions have been slighted; our remonstrances have produced additional violence and insult; our supplications have been disregarded; and we have been spurned, with contempt, from the foot of the throne. In vain, after these things, may we indulge the fond hope of peace and reconciliation. There is no longer any room for hope. If we wish to be free² if we mean to preserve inviolate those inestimable privileges for which we have been so long contending if we mean not basely to abandon the noble struggle in which we have been so long engaged, and which we have pledged ourselves never to abandon until the glorious object of our contest shall be obtained, we must fight! I repeat it, sir, we must fight! An appeal to arms and to the God of Hosts is all that is left us!

They tell us, sir, that we are weak; unable to cope with so formidable an adversary. But when shall we be stronger? Will it be the next week, or the next year? Will it be when we are totally disarmed, and when a British guard shall be stationed in every house? Shall we gather strength by irresolution and inaction? Shall we acquire the means of effectual resistance, by lying supinely on our backs, and hugging the delusive phantom of hope, until our enemies shall have bound us hand and foot? Sir, we are not weak if we make a proper use of those means which the God of nature hath placed in our power. Three millions of people, armed in the holy cause of liberty, and in such a country as that which we possess, are invincible by any force which our enemy can send against us. Besides, sir, we shall not fight our battles alone. There is a just God who presides over the destinies of nations; and who will raise up friends to fight our battles for us. The battle, sir, is not to the strong alone; it is to the vigilant, the active, the brave. Besides, sir, we have no election. If we were base enough to desire it, it is now too late to retire from the contest. There is no retreat but in submission and slavery! Our chains are forged! Their clanking may be heard on the plains of Boston! The war is inevitable and let it come! I repeat it, sir, let it come.

It is in vain, sir, to extenuate the matter. Gentlemen may cry, Peace, Peace but there is no peace. The war is actually begun! The next gale that sweeps from the north will bring to our ears the clash of resounding arms! Our brethren are already in the field! Why stand we here idle? What is it that gentlemen wish? What would they have? Is life so dear, or peace so sweet, as to be purchased at the price of chains and slavery? Forbid it, Almighty God! I know not what course others may take; but as for me, give me liberty or give me death!"

 

3. Eleanor Roosevelt—Address to the United Nations on the Universal Declaration of Human Rights, 1948

Background:

Eleanor Roosevelt, the wife of President Franklin D. Roosevelt, was renowned for her extensive political, humanitarian, and activist work throughout her life, contradicting her public image as shy and withdrawn. Following her husband's death, she was appointed by President Harry S. Truman as a delegate to the United Nations, marking the beginning of her most significant contribution to global human rights.

Her tenure at the UN was highlighted by her pivotal role in drafting the Universal Declaration of Human Rights. Motivated by the horrors of World War II, this declaration aimed to establish a common understanding of the rights that every person around the globe inherently possesses, with the hope of preventing future atrocities akin to those witnessed during the war. Eleanor Roosevelt dedicated nearly two years to navigating the complexities of international politics and consensus-building among her peers to craft the declaration.

Her efforts culminated in a compelling presentation to the United Nations General Assembly in Paris on December 9, 1948. Following her address, the declaration was unanimously adopted in the early hours of the next day. This landmark document has since been a foundational text in the human rights movement worldwide, shaping numerous national constitutions and international treaties. Its global impact is underscored by its recognition in the Guinness Book of World Records as the most translated document, available in over 370 languages and dialects, testament to Eleanor Roosevelt's enduring legacy in championing universal human rights.

The Speech:

"Mr. President, fellow delegates:

The long and meticulous study and debate of which this Universal Declaration of Human Rights is the product means that it reflects the composite views of the many men and governments who have contributed to its formulation. Not every man nor every government can have what he wants in a document of this kind. There are of course particular provisions in the Declaration before us with which we are not fully satisfied. I have no doubt this is true of other delegations, and it would still be true if we continued our labors over many years. Taken as a whole the Delegation of the United States believes that this is a good document -- even a great document -- and we propose to give it our full support. The position of the United States on the various parts of the Declaration is a matter of record in the Third Committee. I shall not burden the Assembly, and particularly my colleagues of the Third Committee, with a restatement of that position here.

I should like to comment briefly on the amendments proposed by the Soviet delegation. The language of these amendments has been dressed up somewhat, but the substance is the same as the amendments which were offered by the Soviet delegation in committee and rejected after exhaustive discussion. Substantially the same amendments have been previously considered and rejected in the Human Rights Commission. We in the United States admire those who fight for their convictions, and the Soviet delegation has fought for their convictions. But in the older democracies we have learned that sometimes we bow to the will of the majority. In doing that, we do not give up our convictions. We continue sometimes to persuade, and eventually we may be successful. But we know that we have to work together and we have to progress. So, we believe that when we have made a good fight, and the majority is against us, it is perhaps better tactics to try to cooperate.

I feel bound to say that I think perhaps it is somewhat of an imposition on this Assembly to have these amendments offered again here, and I am confident that they will be rejected without debate.

The first two paragraphs of the amendment to article 3 deal with the question of minorities, which committee 3 decided required further study, and has recommended, in a separate resolution, their reference to the Economic and Social Council and the Human Rights Commission. As set out in the Soviet amendment, this provision clearly states "group," and not "individual," rights.

The Soviet amendment to article 20 is obviously a very restrictive statement of the right to freedom of opinion and expression. It sets up standards which would enable any state practically to deny all freedom of opinion and expression without violating the article. It introduces the terms "democratic view," "democratic systems," "democratic state," and "fascism," which we know all too well from debates in this Assembly over the past two years on warmongering and related subjects are liable to the most flagrant abuse and diverse interpretations.

The statement of the Soviet delegate here tonight is a very good case in point on this. The Soviet amendment of article 22 introduces new elements into the article without improving the committed text and again introduces specific reference to "discrimination." As was repeatedly pointed out in committee 3, the question of discrimination is comprehensively covered in article 2 of the Declaration, so that its restatement elsewhere is completely unnecessary and also has the effect of weakening the comprehensive principles stated in article 2. The new article proposed by the Soviet delegation is but a restatement of State obligation, which the Soviet delegation attempted to introduce into practically every article in the Declaration. It would convert the Declaration into a document stating obligations on states, thereby changing completely its character as a statement of principles to serve as a common standard of achievement for the members of the United Nations.

The Soviet proposal for deferring consideration of the Declaration to the 4th session of the Assembly requires no comment. An identical text was rejected in committee 3 by a vote of 6 in favor and 26 against. We are all agreed, I am sure, that the Declaration, which has been worked on with such great effort and devotion, and over such a long period of time, must be approved by this Assembly at this session.

Certain provisions of the Declaration are stated in such broad terms as to be acceptable only because of the provisions in article 30 providing for limitation on the exercise of the rights for the purpose of meeting the requirements of morality, public order, and the general welfare. An example of this is the provision that everyone has the right to equal access to the public service in his country. The basic principle of equality and of nondiscrimination as to public employment is sound, but it cannot be accepted without limitation. My government, for example, would consider that this is unquestionably subject to limitation in the interest of public order and the general welfare. It would not consider that the exclusion from public employment of persons holding subversive political beliefs and not loyal to the basic principles and practices of the constitution and laws of the country would in any way infringe upon this right.

Likewise, my government has made it clear in the course of the development of the Declaration that it does not consider that the economic and social and cultural rights stated in the Declaration imply an obligation on governments to assure the enjoyment of these rights by direct governmental action. This was made quite clear in the Human Rights Commission text of article 23 which served as a so-called "umbrella" article to the articles on economic and social rights. We consider that the principle has not been affected by the fact that this article no longer contains a reference to the articles which follow it. This in no way affects our whole-hearted support for the basic principles of economic, social, and cultural rights set forth in these articles.

In giving our approval to the Declaration today it is of primary importance that we keep clearly in mind the basic character of the document. It is not a treaty; it is not an international agreement. It is not and does not purport to be a statement of law or of legal obligation. It is a Declaration of basic principles of human rights and freedoms, to be stamped with the approval of the General Assembly by formal vote of its members, and to serve as a common standard of achievement for all peoples of all nations.

We stand today at the threshold of a great event both in the life of the United Nations and in the life of mankind. This Universal Declaration of Human Rights may well become the international Magna Carta of all men everywhere. We hope its proclamation by the General Assembly will be an event comparable to the proclamation of the Declaration of the Rights of Man by the French people in 1789, the adoption of the Bill of Rights by the people of the United States, and the adoption of comparable declarations at different times in other countries.

At a time when there are so many issues on which we find it difficult to reach a common basis of agreement, it is a significant fact that 58 states have found such a large measure of agreement in the complex field of human rights. This must be taken as testimony of our common aspiration first voiced in the Charter of the United Nations to lift men everywhere to a higher standard of life and to a greater enjoyment of freedom. Man’s desire for peace lies behind this Declaration. The realization that the flagrant violation of human rights by Nazi and Fascist countries sowed the seeds of the last world war has supplied the impetus for the work which brings us to the moment of achievement here today.

In a recent speech in Canada, Gladstone Murray said:

The central fact is that man is fundamentally a moral being, that the light we have is imperfect does not matter so long as we are always trying to improve it … we are equal in sharing the moral freedom that distinguishes us as men. Man’s status makes each individual an end in himself. No man is by nature simply the servant of the state or of another man … the ideal and fact of freedom -- and not technology -- are the true distinguishing marks of our civilization.

This Declaration is based upon the spiritual fact that man must have freedom in which to develop his full stature and through common effort to raise the level of human dignity. We have much to do to fully achieve and to assure the rights set forth in this Declaration. But having them put before us with the moral backing of 58 nations will be a great step forward.

As we here bring to fruition our labors on this Declaration of Human Rights, we must at the same time rededicate ourselves to the unfinished task which lies before us. We can now move on with new courage and inspiration to the completion of an international covenant on human rights and of measures for the implementation of human rights.

In conclusion, I feel that I cannot do better than to repeat the call to action by Secretary Marshall in his opening statement to this Assembly:

Let this third regular session of the General Assembly approve by an overwhelming majority the Declaration of Human Rights as a standard of conduct for all; and let us, as Members of the United Nations, conscious of our own short-comings and imperfections, join our effort in good faith to live up to this high standard."

 

4. Ronald Reagan - Remarks at the Brandenburg Gate ("Mr. Gorbachev, tear down this wall!"), 1987

Background:

Following World War II, the erection of the Berlin Wall physically and ideologically divided Germany into East and West, symbolizing the broader divide between communist and free societies during the Cold War era. Amidst this geopolitical tension, President Ronald Reagan, standing at the Brandenburg Gate, issued a historic challenge to Soviet leader Mikhail Gorbachev to "tear down this wall," calling for the reunification of Berlin and the dissolution of the Cold War's divisions.

Reagan's speech, delivered at a time when the Cold War's end seemed uncertain, was met with apprehension by his advisors, yet he proceeded with his bold demand. The impact of Reagan's words on the course of the Cold War remains a topic of discussion among historians, yet the symbolic significance of his address beside the infamous barrier of the Iron Curtain is undeniable.

In a remarkable turn of events, the year following Reagan's address saw Gorbachev delivering his "Freedom of Choice" speech to the United Nations, signaling a shift towards greater openness in the Soviet Union. This was a precursor to the events of November 9, 1989, when the East German government announced that its citizens were free to cross the border, leading to jubilant crowds dismantling the Berlin Wall with their own hands. After 28 years as a stark symbol of division, the Wall was brought down, marking a pivotal moment in the end of the Cold War and the beginning of a new era for Germany and the world.

The speech:

"Thank you. Thank you, very much.

Chancellor Kohl, Governing Mayor Diepgen, ladies and gentlemen: Twenty four years ago, President John F. Kennedy visited Berlin, and speaking to the people of this city and the world at the city hall. Well since then two other presidents have come, each in his turn to Berlin. And today, I, myself, make my second visit to your city.

We come to Berlin, we American Presidents, because it's our duty to speak in this place of freedom. But I must confess, we’re drawn here by other things as well; by the feeling of history in this city -- more than 500 years older than our own nation; by the beauty of the Grunewald and the Tiergarten; most of all, by your courage and determination. Perhaps the composer, Paul Linke, understood something about American Presidents. You see, like so many Presidents before me, I come here today because wherever I go, whatever I do: Ich hab noch einen Koffer in Berlin. [I still have a suitcase in Berlin.]

Our gathering today is being broadcast throughout Western Europe and North America. I understand that it is being seen and heard as well in the East. To those listening throughout Eastern Europe, I extend my warmest greetings and the good will of the American people. To those listening in East Berlin, a special word: Although I cannot be with you, I address my remarks to you just as surely as to those standing here before me. For I join you, as I join your fellow countrymen in the West, in this firm, this unalterable belief: Es gibt nur ein Berlin. [There is only one Berlin.]

Behind me stands a wall that encircles the free sectors of this city, part of a vast system of barriers that divides the entire continent of Europe. From the Baltic South, those barriers cut across Germany in a gash of barbed wire, concrete, dog runs, and guard towers. Farther south, there may be no visible, no obvious wall. But there remain armed guards and checkpoints all the same -- still a restriction on the right to travel, still an instrument to impose upon ordinary men and women the will of a totalitarian state.

Yet, it is here in Berlin where the wall emerges most clearly; here, cutting across your city, where the news photo and the television screen have imprinted this brutal division of a continent upon the mind of the world.

Standing before the Brandenburg Gate, every man is a German separated from his fellow men.

Every man is a Berliner, forced to look upon a scar.

President Von Weizsäcker has said, "The German question is open as long as the Brandenburg Gate is closed." Well today -- today I say: As long as this gate is closed, as long as this scar of a wall is permitted to stand, it is not the German question alone that remains open, but the question of freedom for all mankind.

Yet, I do not come here to lament. For I find in Berlin a message of hope, even in the shadow of this wall, a message of triumph.

In this season of spring in 1945, the people of Berlin emerged from their air-raid shelters to find devastation. Thousands of miles away, the people of the United States reached out to help. And in 1947 Secretary of State -- as you've been told -- George Marshall announced the creation of what would become known as the Marshall Plan. Speaking precisely 40 years ago this month, he said: "Our policy is directed not against any country or doctrine, but against hunger, poverty, desperation, and chaos."

In the Reichstag a few moments ago, I saw a display commemorating this 40th anniversary of the Marshall Plan. I was struck by a sign -- the sign on a burnt-out, gutted structure that was being rebuilt. I understand that Berliners of my own generation can remember seeing signs like it dotted throughout the western sectors of the city. The sign read simply: "The Marshall Plan is helping here to strengthen the free world." A strong, free world in the West -- that dream became real. Japan rose from ruin to become an economic giant. Italy, France, Belgium -- virtually every nation in Western Europe saw political and economic rebirth; the European Community was founded.

In West Germany and here in Berlin, there took place an economic miracle, the Wirtschaftswunder [Miracle on the Rhine]. Adenauer, Erhard, Reuter, and other leaders understood the practical importance of liberty -- that just as truth can flourish only when the journalist is given freedom of speech, so prosperity can come about only when the farmer and businessman enjoy economic freedom. The German leaders -- the German leaders reduced tariffs, expanded free trade, lowered taxes. From 1950 to 1960 alone, the standard of living in West Germany and Berlin doubled.

Reagan

Where four decades ago there was rubble, today in West Berlin there is the greatest industrial output of any city in Germany: busy office blocks, fine homes and apartments, proud avenues, and the spreading lawns of parkland. Where a city's culture seemed to have been destroyed, today there are two great universities, orchestras and an opera, countless theaters, and museums. Where there was want, today there's abundance -- food, clothing, automobiles -- the wonderful goods of the Kudamm.1 From devastation, from utter ruin, you Berliners have, in freedom, rebuilt a city that once again ranks as one of the greatest on earth. Now the Soviets may have had other plans. But my friends, there were a few things the Soviets didn't count on: Berliner Herz, Berliner Humor, ja, und Berliner Schnauze. [Berliner heart, Berliner humor, yes, and a Berliner Schnauze.2]

In the 1950s -- In the 1950s Khrushchev predicted: "We will bury you."

But in the West today, we see a free world that has achieved a level of prosperity and well-being unprecedented in all human history. In the Communist world, we see failure, technological backwardness, declining standards of health, even want of the most basic kind -- too little food. Even today, the Soviet Union still cannot feed itself. After these four decades, then, there stands before the entire world one great and inescapable conclusion: Freedom leads to prosperity. Freedom replaces the ancient hatreds among nations with comity and peace. Freedom is the victor.

And now -- now the Soviets themselves may, in a limited way, be coming to understand the importance of freedom. We hear much from Moscow about a new policy of reform and openness. Some political prisoners have been released. Certain foreign news broadcasts are no longer being jammed. Some economic enterprises have been permitted to operate with greater freedom from state control.

Are these the beginnings of profound changes in the Soviet state? Or are they token gestures intended to raise false hopes in the West, or to strengthen the Soviet system without changing it? We welcome change and openness; for we believe that freedom and security go together, that the advance of human liberty -- the advance of human liberty can only strengthen the cause of world peace.

There is one sign the Soviets can make that would be unmistakable, that would advance dramatically the cause of freedom and peace.

General Secretary Gorbachev, if you seek peace, if you seek prosperity for the Soviet Union and Eastern Europe, if you seek liberalization: Come here to this gate.

I understand the fear of war and the pain of division that afflict this continent, and I pledge to you my country's efforts to help overcome these burdens. To be sure, we in the West must resist Soviet expansion. So, we must maintain defenses of unassailable strength. Yet we seek peace; so we must strive to reduce arms on both sides.

Beginning 10 years ago, the Soviets challenged the Western alliance with a grave new threat, hundreds of new and more deadly SS-20 nuclear missiles capable of striking every capital in Europe. The Western alliance responded by committing itself to a counter-deployment (unless the Soviets agreed to negotiate a better solution) -- namely, the elimination of such weapons on both sides. For many months, the Soviets refused to bargain in earnestness. As the alliance, in turn, prepared to go forward with its counter-deployment, there were difficult days, days of protests like those during my 1982 visit to this city; and the Soviets later walked away from the table.

But through it all, the alliance held firm. And I invite those who protested then -- I invite those who protest today -- to mark this fact: Because we remained strong, the Soviets came back to the table. Because we remained strong, today we have within reach the possibility, not merely of limiting the growth of arms, but of eliminating, for the first time, an entire class of nuclear weapons from the face of the earth.

As I speak, NATO ministers are meeting in Iceland to review the progress of our proposals for eliminating these weapons. At the talks in Geneva, we have also proposed deep cuts in strategic offensive weapons. And the Western allies have likewise made far-reaching proposals to reduce the danger of conventional war and to place a total ban on chemical weapons.

While we pursue these arms reductions, I pledge to you that we will maintain the capacity to deter Soviet aggression at any level at which it might occur. And in cooperation with many of our allies, the United States is pursuing the Strategic Defense Initiative -- research to base deterrence not on the threat of offensive retaliation, but on defenses that truly defend; on systems, in short, that will not target populations, but shield them. By these means we seek to increase the safety of Europe and all the world. But we must remember a crucial fact: East and West do not mistrust each other because we are armed; we are armed because we mistrust each other. And our differences are not about weapons but about liberty. When President Kennedy spoke at the City Hall those 24 years ago, freedom was encircled; Berlin was under siege. And today, despite all the pressures upon this city, Berlin stands secure in its liberty. And freedom itself is transforming the globe.

In the Philippines, in South and Central America, democracy has been given a rebirth. Throughout the Pacific, free markets are working miracle after miracle of economic growth. In the industrialized nations, a technological revolution is taking place, a revolution marked by rapid, dramatic advances in computers and telecommunications.

In Europe, only one nation and those it controls refuse to join the community of freedom. Yet in this age of redoubled economic growth, of information and innovation, the Soviet Union faces a choice: It must make fundamental changes, or it will become obsolete.

Today, thus, represents a moment of hope. We in the West stand ready to cooperate with the East to promote true openness, to break down barriers that separate people, to create a safer, freer world. And surely there is no better place than Berlin, the meeting place of East and West, to make a start.

Free people of Berlin: Today, as in the past, the United States stands for the strict observance and full implementation of all parts of the Four Power Agreement of 1971. Let us use this occasion, the 750th anniversary of this city, to usher in a new era, to seek a still fuller, richer life for the Berlin of the future. Together, let us maintain and develop the ties between the Federal Republic and the Western sectors of Berlin, which is permitted by the 1971 agreement.

And I invite Mr. Gorbachev: Let us work to bring the Eastern and Western parts of the city closer together, so that all the inhabitants of all Berlin can enjoy the benefits that come with life in one of the great cities of the world.

To open Berlin still further to all Europe, East and West, let us expand the vital air access to this city, finding ways of making commercial air service to Berlin more convenient, more comfortable, and more economical. We look to the day when West Berlin can become one of the chief aviation hubs in all central Europe.

With -- With our French -- With our French and British partners, the United States is prepared to help bring international meetings to Berlin. It would be only fitting for Berlin to serve as the site of United Nations meetings, or world conferences on human rights and arms control, or other issues that call for international cooperation.

There is no better way to establish hope for the future than to enlighten young minds, and we would be honored to sponsor summer youth exchanges, cultural events, and other programs for young Berliners from the East. Our French and British friends, I'm certain, will do the same. And it's my hope that an authority can be found in East Berlin to sponsor visits from young people of the Western sectors.

One final proposal, one close to my heart: Sport represents a source of enjoyment and ennoblement, and you may have noted that the Republic of Korea -- South Korea -- has offered to permit certain events of the 1988 Olympics to take place in the North. International sports competitions of all kinds could take place in both parts of this city. And what better way to demonstrate to the world the openness of this city than to offer in some future year to hold the Olympic games here in Berlin, East and West.

In these four decades, as I have said, you Berliners have built a great city. You've done so in spite of threats -- the Soviet attempts to impose the East-mark, the blockade. Today the city thrives in spite of the challenges implicit in the very presence of this wall. What keeps you here? Certainly there's a great deal to be said for your fortitude, for your defiant courage.

But I believe there's something deeper, something that involves Berlin's whole look and feel and way of life -- not mere sentiment. No one could live long in Berlin without being completely disabused of illusions. Something, instead, that has seen the difficulties of life in Berlin but chose to accept them, that continues to build this good and proud city in contrast to a surrounding totalitarian presence, that refuses to release human energies or aspirations, something that speaks with a powerful voice of affirmation, that says "yes" to this city, yes to the future, yes to freedom. In a word, I would submit that what keeps you in Berlin -- is "love."

Love both profound and abiding.

Perhaps this gets to the root of the matter, to the most fundamental distinction of all between East and West. The totalitarian world produces backwardness because it does such violence to the spirit, thwarting the human impulse to create, to enjoy, to worship. The totalitarian world finds even symbols of love and of worship an affront.

Years ago, before the East Germans began rebuilding their churches, they erected a secular structure: the television tower at Alexander Platz. Virtually ever since, the authorities have been working to correct what they view as the tower's one major flaw: treating the glass sphere at the top with paints and chemicals of every kind. Yet even today when the sun strikes that sphere, that sphere that towers over all Berlin, the light makes the sign of the cross. There in Berlin, like the city itself, symbols of love, symbols of worship, cannot be suppressed.

As I looked out a moment ago from the Reichstag, that embodiment of German unity, I noticed words crudely spray-painted upon the wall, perhaps by a young Berliner (quote):

"This wall will fall. Beliefs become reality."

Yes, across Europe, this wall will fall, for it cannot withstand faith; it cannot withstand truth. The wall cannot withstand freedom.

And I would like, before I close, to say one word. I have read, and I have been questioned since I've been here about certain demonstrations against my coming. And I would like to say just one thing, and to those who demonstrate so. I wonder if they have ever asked themselves that if they should have the kind of government they apparently seek, no one would ever be able to do what they're doing again.

5. The Gettysburg Address by Abraham Lincoln, 1863

Background: 

Four months following the decisive Battle of Gettysburg, a pivotal ceremony was conducted on Pennsylvania soil to dedicate a cemetery for the Union soldiers who had fallen. This battle marked a significant Union victory, albeit with a heavy toll—approximately 23,000 Union and an equal number of Confederate casualties, summing up a staggering total loss in terms of the killed, wounded, and missing.

The ceremony's highlight was speeches intended to honor the memory of the soldiers lost in the deadliest encounter of the Civil War. Edward Everett, a distinguished figure known for his roles as a U.S. senator, the governor of Massachusetts, and president of Harvard, was the primary speaker. President Abraham Lincoln, however, delivered what would become one of the most iconic speeches in American history, despite being asked only to offer "a few appropriate remarks."

Lincoln's Gettysburg Address, concise at less than 275 words, remarkably encapsulated the Civil War's essence and the broader struggle for democracy, freedom, and equality. Invoking themes of sacrifice, renewal, and the enduring spirit of democracy, Lincoln proclaimed the necessity of a "new birth of freedom," ensuring that "government of the people, by the people, for the people, shall not perish from the earth." His call for commitment to continue the efforts of the fallen and to honor their ultimate sacrifice by dedicating themselves to the values for which they fought was a powerful message of unity and purpose.

In just a few minutes, Lincoln not only memorialized those who had given their lives but also redefined the Civil War's significance for the nation's future, framing the immense sacrifices as the foundation for a renewed commitment to the principles of liberty and democracy.

The Speech:

Four score and seven years ago our fathers brought forth on this continent a new nation, conceived in liberty, and dedicated to the proposition that all men are created equal. Now we are engaged in a great civil war, testing whether that nation, or any nation so conceived and so dedicated, can long endure. We are met on a great battlefield of that war. We have come to dedicate a portion of that field as a final resting place for those who here gave their lives that that nation might live. It is altogether fitting and proper that we should do this.

“But in a larger sense we cannot dedicate, we cannot consecrate, we cannot hallow this ground. The brave men, living and dead, who struggled here have consecrated it, far above our poor power to add or detract. The world will little note, nor long remember, what we say here, but it can never forget what they did here. It is for us the living, rather, to be dedicated here to the unfinished work which they who fought here have thus far so nobly advanced. It is rather for us to be here dedicated to the great task remaining before us,that from these honored dead we take increased devotion to that cause for which they gave the last full measure of devotion, that we here highly resolve that these dead shall not have died in vain, that this nation, under God, shall have a new birth of freedom, and that government of the people, by the people, for the people, shall not perish from the earth.”

 

6. Woman’s Rights to the Suffrage by Susan B Anthony, 1873

Background: 

Susan B. Anthony emerged as a formidable figure in the women’s suffrage movement, co-founding the National Woman Suffrage Association alongside Elizabeth Cady Stanton. She was a tireless advocate for women's rights, traversing the United States to deliver speeches that championed the cause of female suffrage and broader women’s rights. Anthony’s dedication to the movement is perhaps best encapsulated in her bold act of 1872 when she cast a vote in the presidential election, defying the laws that forbade women from voting. This act of civil disobedience led to her arrest and subsequent trial, where she was fined $100—a penalty she staunchly refused to pay. Anthony's defiance and her denunciation of the gender-based discrimination endemic in the American political system galvanized the women’s suffrage movement, both within the United States and internationally. Her legacy is a testament to the power of determined activism in effecting social change.

The Speech:

“For any State to make s*x a qualification that must ever result in the disfranchisement of one entire half of the people is to pass a bill of attainder, or an ex post facto law, and is therefore a violation of the supreme law of the land. By it the blessings of liberty are for ever withheld from women and their female posterity. To them this government has no just powers derived from the consent of the governed. To them this government is not a democracy. It is not a republic. It is an odious aristocracy; a hateful oligarchy of sex; the most hateful aristocracy ever established on the face of the globe; an oligarchy of wealth, where the right govern the poor. An oligarchy of learning, where the educated govern the ignorant, or even an oligarchy of race, where the Saxon rules the African, might be endured; but this oligarchy of sex, which makes father, brothers, husband, sons, the oligarchs over the mother and sisters, the wife and daughters of every household–which ordains all men sovereigns, all women subjects, carries dissension, discord and rebellion into every home of the nation.

Webster, Worcester and Bouvier all define a citizen to be a person in the United States, entitled to vote and hold office.

The only question left to be settled now is: Are women persons? And I hardly believe any of our opponents will have the hardihood to say they are not. Being persons, then, women are citizens; and no State has a right to make any law, or to enforce any old law, that shall abridge their privileges or immunities. Hence, every discrimination against women in the constitutions and laws of the several States is today null and void."

 

7. Address by Mr. Dwight D. Eisenhower to the United Nations General Assembly, 1953

The Background:

In addressing the dire subject of nuclear war, President Eisenhower skillfully communicated the severe implications for humanity. He adeptly utilized rhetorical strategies, including three-part syntax, to emphasize the impact on the global populace's psyche, aspirations, and spirit. This method effectively projected the potential consequences on countless individuals, making the grave topic both understandable and poignant. Eisenhower's eloquence on such a morally complex issue secures his place among the most adept orators known.

The Speech:

"Madam President and Members of the General Assembly,

When Secretary General Hammarskjold's invitation to address the General Assembly reached me in Bermuda, I was just beginning a series of conferences with the prime Ministers and Foreign Ministers of the United Kingdom and France. Our subject was some of the problems that beset our world. During the remainder of the Bermuda Conference, I had constantly in mind that ahead of me lay a great honour. That honour is mine today as I stand here, privileged to address the General Assembly of the United Nations.

At the same time that I appreciate the distinction of addressing you, I have a sense of exhilaration as I look upon this Assembly. Never before in history has so much hope for so many people been gathered together in a single organization. Your deliberations and decisions during these sombre years have already realized part of those hopes.

But the great tests and the great accomplishments still lie ahead. And in the confident expectation of those accomplishments, I would use the office which, for the time being, I hold, to assure you that the Government of the United States will remain steadfast in its support of this body. This we shall do in the conviction that you will provide a great share of the wisdom, of the courage and of the faith which can bring to this world lasting peace for all nations, and happiness and well-being for all men.

Clearly, it would not be fitting for me to take this occasion to present to you a unilateral American report on Bermuda. Nevertheless, I assure you that in our deliberations on that lovely island we sought to invoke those same great concepts of universal peace and human dignity which are so clearly etched in your Charter. Neither would it be a measure of this great opportunity to recite, however hopefully, pious platitudes. I therefore decided that this occasion warranted my saying to you some of the things that have been on the minds and hearts of my legislative and executive associates, and on mine, for a great many months: thoughts I had originally planned to say primarily to the American people.

I know that the American people share my deep belief that if a danger exists in the world, it is a danger shared by all; and equally, that if hope exists in the mind of one nation, that hope should be shared by all. Finally, if there is to be advanced any proposal designed to ease even by the smallest measure the tensions of today's world, what more appropriate audience could there be than the members of the General Assembly of the United Nations.

I feel impelled to speak today in a language that in a sense is new, one which I, who have spent so much of my life in the military profession, would have preferred never to use. That new language is the language of atomic warfare.

The atomic age has moved forward at such a pace that every citizen of the world should have some comprehension, at least in comparative terms, of the extent of this development, of the utmost significance to every one of us.Clearly, if the peoples of the world are to conduct an intelligent search for peace, they must be armed with the significant facts of today's existence.

My recital of atomic danger and power is necessarily stated in United States terms, for these are the only incontrovertible facts that I know, I need hardly point out to this Assembly, however, that this subject is global, not merely national in character.

On 16 July 1945, the United States set off the world's biggest atomic explosion. Since that date in 1945, the United States of America has conducted forty-two test explosions. Atomic bombs are more than twenty-five times as powerful as the weapons with which the atomic age dawned, while hydrogen weapons are in the ranges of millions of tons of TNT equivalent.

Today, the United States stockpile of atomic weapons, which, of course,increases daily, exceeds by many times the total equivalent of the total of all bombs and all shells that came from every plane and every gun in every theatre of war in all the years of the Second World War. A single air group whether afloat or land based, can now deliver to any reachable target a destructive cargo exceeding in power all the bombs that fell on Britain in all the Second World War.

In size and variety, the development of atomic weapons has been no less remarkable. The development has been such that atomic weapons have virtually achieved conventional status within our armed services. In the United States,the Army, the Navy, the Air Force and the Marine Corps are all capable of putting this weapon to military use.

But the dread secret and the fearful engines of atomic might are not ours alone.

In the first place, the secret is possessed by our friends and allies, the United Kingdom and Canada, whose scientific genius made a tremendous contribution to our original discoveries and the designs of atomic bombs.

The secret is also known by the Soviet Union. The Soviet Union has informed us that, over recent years, it has devoted extensive resources to atomic weapons. During this period the Soviet Union has exploded a series of atomic devices, including at least one involving thermo-nuclear reactions.

If at one time the United States possessed what might have been called a monopoly of atomic power, that monopoly ceased to exist several years ago.Therefore, although our earlier start has permitted us to accumulate what is today a great quantitative advantage, the atomic realities of today comprehend two facts of even greater significance. First, the knowledge now possessed by several nations will eventually be shared by others, possibly all others.

Second, even a vast superiority in numbers of weapons, and a consequent capability of devastating retaliation, is no preventive, of itself, against the fearful material damage and toll of human lives that would be inflicted by surprise aggression.

The free world, at least dimly aware of these facts, has naturally embarked on a large programme of warning and defence systems. That programme will be accelerated and extended. But let no one think that the expenditure of vast sums for weapons and systems of defence can guarantee absolute safety for the cities and citizens of any nation. The awful arithmetic of the atomic bomb doesn't permit of any such easy solution. Even against the most powerful defence,an aggressor in possession of the effective minimum number of atomic bombs fora surprise attack could probably place a sufficient number of his bombs on the chosen targets to cause hideous damage.

Should such an atomic attack be launched against the United States, our reactions would be swift and resolute. But for me to say that the defence capabilities of the United States are such that they could inflict terrible losses upon an aggressor, for me to say that the retaliation capabilities of the United States are so great that such an aggressor's land would be laid waste, all this, while fact, is not the true expression of the purpose and the hopes of the United States.

To pause there would be to confirm the hopeless finality of a belief that two atomic colossi are doomed malevolently to eye each other indefinitely across a trembling world. To stop there would be to accept helplessly the probability of civilization destroyed, the annihilation of the irreplaceable heritage of mankind handed down to us from generation to generation, and the condemnation of mankind to begin all over again the age-old struggle upward from savagery towards decency, and right, and justice. Surely no sane member of the human race could discover victory in such desolation. Could anyone wish his name to be coupled by history with such human degradation and destruction?Occasional pages of history do record the faces of the "great destroyers", but the whole book of history reveals mankind's never-ending quest for peace and mankind's God-given capacity to build.

It is with the book of history, and not with isolated pages, that the United States will ever wish to be identified. My country wants to be constructive,not destructive. It wants agreements, not wars, among nations. It wants itself to live in freedom and in the confidence that the peoples of every other nation enjoy equally the right of choosing their own way of life.

So my country's purpose is to help us to move out of the dark chamber of horrors into the light, to find a way by which the minds of men, the hopes of men, the souls of men everywhere, can move forward towards peace and happiness and well-being.

In this quest, I know that we must not lack patience. I know that in a world divided, such as ours today, salvation cannot be attained by one dramatic act.I know that many steps will have to be taken over many months before the world can look at itself one day and truly realize that a new climate of mutually peaceful confidence is abroad in the world. But I know, above all else, that we must start to take these steps - now.

The United States and its allies, the United Kingdom and France, have over the past months tried to take some of these steps. Let no one say that we shun the conference table. On the record has long stood the request of the United States, the United Kingdom and France to negotiate with the Soviet Union the problems of a divided Germany. On that record has long stood the request of the same three nations to negotiate an Austrian peace treaty. On the same record still stands the request of the United Nations to negotiate the problems of Korea.

Most recently we have received from the Soviet Union what is in effect an expression of willingness to hold a four-Power meeting. Along with our allies,the United Kingdom and France, we were pleased to see that this note did not contain the unacceptable pre-conditions previously put forward. As you already know from our joint Bermuda communique, the United States, the United Kingdom and France have agreed promptly to meet with the Soviet Union.

Eisenhower

The Government of the United States approaches this conference with hopeful sincerity. We will bend every effort of our minds to the single purpose of emerging from that conference with tangible results towards peace, the only true way of lessening international tension.

We never have, and never will, propose or suggest that the Soviet Union surrender what rightly belongs to it. We will never say that the peoples of the USSR are an enemy with whom we have no desire ever to deal or mingle in friendly and fruitful relationship.

On the contrary, we hope that this coming conference may initiate a relationship with the Soviet Union which will eventually bring about a freer mingling of the peoples of the East and of the West - the one sure, human way of developing the understanding required for confident and peaceful relations.

Instead of the discontent which is now settling upon Eastern Germany,occupied Austria and the countries of Eastern Europe, we seek a harmonious family of free European nations, with none a threat to the other, and least of all a threat to the peoples of the USSR. Beyond the turmoil and strife and misery of Asis, we seek peaceful opportunity for these peoples to develop their natural resources and to elevate their lot.

These are not idle words or shallow visions. Behind them lies a story of nations lately come to independence, not as a result of war, but through free grant or peaceful negotiation. There is a record already written of assistance gladly given by nations of the West to needy peoples and to those suffering the temporary effects of famine, drought and natural disaster. These are deeds of peace. They speak more loudly than promises or protestations of peaceful intent.

But I do not wish to rest either upon the reiteration of past proposals or the restatement of past deeds. The gravity of the time is such that every new avenue of peace, no matter how dimly discernible, should be explored.

There is at least one new avenue of peace which has not been well explored -an avenue now laid out by the General Assembly of the United Nations.

In its resolution of 28 November 1953 (resolution 715 (VIII)) this General Assembly suggested: "that the Disarmament Commission study the desirability of establishing a sub-committee consisting of representatives of the Powers principally involved, which should seek in private an acceptable solution and report...on such a solution to the General Assembly and to the Security Council not later than 1 September 1954.

The United States, heeding the suggestion of the General Assembly of the United Nations, is instantly prepared to meet privately with such other countries as may be "principally involved", to seek "an acceptable solution" to the atomic armaments race which overshadows not only the peace, but the very life, of the world.

We shall carry into these private or diplomatic talks a new conception. The United States would seek more than the mere reduction or elimination of atomic materials for military purposes. It is not enough to take this weapon out of the hands of the soldiers. It must be put into the hands of those who will know how to strip its military casing and adapt it to the arts of peace.

The United States knows that if the fearful trend of atomic military build-up can be reversed, this greatest of destructive forces can be developed into a great boon, for the benefit of all mankind. The United States knows that peaceful power from atomic energy is no dream of the future. The capability,already proved, is here today. Who can doubt that, if the entire body of the world's scientists and engineers had adequate amounts of fissionable material with which to test and develop their ideas, this capability would rapidly be transformed into universal, efficient and economic usage?

To hasten the day when fear of the atom will begin to disappear from the minds the people and the governments of the East and West, there are certain steps that can be taken now.

I therefore make the following proposal.

The governments principally involved, to the extent permitted by elementary prudence, should begin now and continue to make joint contributions from their stockpiles of normal uranium and fissionable materials to an international atomic energy agency. We would expect that such an agency would be set up under the aegis of the United Nations. The ratios of contributions, the procedures and other details would properly be within the scope of the "private conversations" I referred to earlier.

The United States is prepared to undertake these explorations in good faith.Any partner of the United States acting in the same good faith will find the United States a not unreasonable or ungenerous associate.

Undoubtedly, initial and early contributions to this plan would be small in quantity. However, the proposal has the great virtue that it can be undertaken without the irritations and mutual suspicions incident to any attempt to set up a completely acceptable system of world-wide inspection and control.

The atomic energy agency could be made responsible for the impounding,storage and protection of the contributed fissionable and other materials. The ingenuity of our scientists will provide special safe conditions under which such a bank of fissionable material can be made essentially immune to surprise seizure.

The more important responsibility of this atomic energy agency would be to devise methods whereby this fissionable material would be allocated to serve the peaceful pursuits of mankind. Experts would be mobilized to apply atomic energy to the needs of agriculture, medicine and other peaceful activities. A special purpose would be to provide abundant electrical energy in the power-starved areas of the world.

Thus the contributing Powers would be dedicating some of their strength to serve the needs rather than the fears of mankind.

The United States would be more than willing - it would be proud to take up with others "principally involved" the development of plans whereby such peaceful use of atomic energy would be expedited.

Of those "principally involved" the Soviet Union must, of course, be one.

I would be prepared to submit to the Congress of the United States, and with every expectation of approval, any such plan that would, first, encourage world-wide investigation into the most effective peacetime uses of fissionable material, and with the certainty that the investigators had all the material needed for the conducting of all experiments that were appropriate; second,begin to diminish the potential destructive power of the world's atomic stockpiles; third, allow all peoples of all nations to see that, in this enlightened age, the great Powers of the earth, both of the East and of the West, are interested in human aspirations first rather than in building up the armaments of war; fourth, open up a new channel for peaceful discussion and initiative at least a new approach to the many difficult problems that must be solved in both private and public conversations if the world is to shake off the inertia imposed by fear and is to make positive progress towards peace.

Against the dark background of the atomic bomb, the United States does not wish merely to present strength, but also the desire and the hope for peace.The coming months will be fraught with fateful decisions. In this Assembly, in the capitals and military headquarters of the world, in the hearts of men everywhere, be they governed or governors, may they be the decisions which will lead this world out of fear and into peace.

To the making of these fateful decisions, the United States pledges before you, and therefore before the world, its determination to help solve the fearful atomic dilemma - to devote its entire heart and mind to finding the way by which the miraculous inventiveness of man shall not be dedicated to his death, but consecrated to his life.

I again thank representatives for the great honour they have done me in inviting me to appear before them and in listening to me so graciously."
